The expert review of the FOD will take place from 17 October to 12 December 2025. If you have expertise in this field and would like to contribute to the review, please register online on the IPCC website by 30 November 2025.

About the Special Report on Climate Change and Cities

The Special Report on Climate Change and Cities will be the first IPCC report released in the Seventh Assessment Cycle and the only special report in this cycle. Scheduled for approval and publication in March 2027, it aims to provide a timely assessment of the latest science related to climate change and cities, including climate impacts and risks as well as adaptation and mitigation options.

Role of Expert Reviewers

The review of the First-Order Draft is a crucial stage in the preparation of IPCC reports. During this period, experts are invited to provide comments on the completeness, balance and clarity of the draft. They may suggest improvements to the structure and presentation of the material, including figures and tables, recommend relevant additional scientific literature with full citation, or propose revisions that improve accuracy and readability. Experts may also suggest ways to shorten the text without losing essential information. All review comments submitted during the formal expert and government reviews, together with the author team’s responses to those comments, will be made available on the IPCC website after the publication of the report.

Confidentiality

Please note that the First-Order Draft is a confidential document. It must not be distributed, cited or quoted. Content from the draft may not be reproduced in any form, including on social media or in other public fora. Access to the draft is granted only after completing the registration process and agreeing to the terms of review, including the confidentiality of the draft and review materials. These materials are provided solely for the purpose of the review.

Additional Information

Further guidance for expert reviewers is available in the SR Cities Expert Review Guidance Note. Information on the general IPCC review process can be found in Appendix A to the Principles Governing IPCC Work. More background on the Special Report on Climate Change and Cities and the wider AR7 cycle is available at ipcc.ch.
